    Under general supervision of the Development Services Supervisor, processes permit applications, maintains division databases to track information on permits, plan reviews, building inspections, and inspections. Performs routine technical and customer service duties for the department.

    ESSENTIAL DUTIES AND RESPONSIBILITIES: The below statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. They are not intended to be an exhaustive list of all responsibilities, duties, and skills required. This description is subject to modification as the needs and requirements of the position change.

    This position performs administrative support activities. Depending on assignment, typical duties may include preparing and processing routine paperwork; communicating with the public; maintaining records; and performing other related duties.

    • Provide initial contact between customers and the Permits Division.
    • Performs secretarial and clerical duties to facilitate and coordinate the various divisions of the Permits Division.
    • Process various applications/permits for building, zoning, signs, right of ways and plats.
    • Use online permitting software and websites to receive, review, process, and approve applications
    • Submits digital plans to appropriate authority for approval.
    • Provide information and assistance to contractors, homeowners and the general public concerning codes, ordinances, procedures, requirements for permits, licenses, statuses, fees and inspections, etc.
    • Enters data to track information on permits, plan reviews, inspections, code enforcement and health inspections for commercial and residential building permits.
    • Assists applicants with forms and technical questions related to building permit process.
    • Tracks projects from initial application through issuance of Certificate of Occupancy.
    • Reviews building plans for compliance with Federal, State and City building rules, regulations, codes and ordinances.
    • Research building code questions for contractors, developers, division staff and the public.
    • Maintains and updates revisions to codes and ordinances, and provides notifications of revisions to builders, contractors, developers, engineers and architects.
    • Reviews, accepts and processes permit applications and documents, assesses permitting fees, provides receipts for fees paid, provides change, reconciles and closes out cash drawer at close of business.
    • Maintains, updates and reviews new building permit software.
    • Provides technical assistance in the use of computer software and databases.
    • Maintain office supplies
    • Maintain digital files for various zoning cases and construction permits.
    • Schedules meetings as needed
    • Attend night meetings and training as necessary.
    • Contributes to the overall success of the department by performing other essential duties as assigned.
    • Subject to 24- hour recall: The City reserves the right to require an employee in this position to work overtime including during emergency situations (defined as any natural or man-made disaster that may or may not necessitate the relocation of City personnel or citizens). In the event of an emergency and/or a required evacuation, the incumbent may be required to remain at work to provide needed services or perform essential duties for the benefit of the general public including services or duties different from those performed in the normal course and scope of the position.

    This is a part-time, 0.8 FTE (32 hours/week) position, scheduled to work weekdays (specific schedule to be determined with candidate upon hire). The position is non-exempt position, eligible for overtime and benefits. The City provides benefit eligible employees the following: medical, dental, vision, life insurance, long-term disability (LTD), employee assistance program (EAP), HRA/HSA/FSA, enrollment in Washington State's DRS PERS plan, 401(a) retirement plan, and an optional 457 deferred compensation plan (DCP).
